Rather than aiming to take out opponents as quickly as possible, Control decks aim to 'control' the board, depriving opponents of key resources through removal and counter spells, preventing opponents from assembling their win-conditions while assembling a win-condition of your own

Past that, Silence remains pretty consistent and stable, with foil printings being around $20-$30
More often than not, it will really only be valuable if you can infinite with it, but at that point you already have Goblin Bombardment which doesn't have a funky clause that needs it to work
