While Wizards owns a lot of the IP on Magic cards (the art, mana symbols, etc.) there is t nothing illegal about a piece of cardboard the same size of a Magic card with some unique custom art that might look a bit like a Mox, an Underground Sea, or a Wheel of Fortune

Not only can these cards be found in non-foil and traditional foil, but we're bringing back a treatment from Magic 's last journey into the stars: galaxy foil

Just like how some people will use Rule Zero to include a Game Changer, I could imagine an incredibly appropriate Game Changer in a preconstructed deck potentially being acceptable

You can move counters just like Giant Fan, and they take on the characteristics of that card
