The Wonder Tail Ability can be used once during your turn if its your Active Pokmon, look at the top six cards of your deck, choose an Item card from among them, show it to your opponent, and then add it to your hand

The limiting factor is how many targets you have: you have to choose a different, legal target for every card you discard, so you won't be able to discard 40 cards to kill all three opponents unless one of them has a board filled with dozens of Goblins or Bunnies or other valid targets.
