I'm going to chock this up to simply that both cards are two of the oldest cards in the entire game and the card designers were still trying to figure out exactly what they wanted to do with the game

There are many more of these efficient payoffs available, and theyre all extremely affordable

I see this card as a worse Reckless Impulse with legs, and Im hoping that its a better card overall
