It allows you to reduce the Level of a Monarch Monsters in your hand by two, allowing you to summon many of them without needing to Tribute Summon them.

This means that not only do players gain the usual benefits from questing with this card - the two additional lore - but it also enables them to potentially banish an opponents card from the table without having to challenge them
