I can definitely see this commander occupying a similar space as Nymris, Oonas Trickster , offering you a way to maintain a healthy amount of cards in hand in a Dimir control shell

In addition to that, theres Marisi, Breaker of the Coil, which encourages aggressive plays while punishing opponents for inaction, Tectonic Hellion that deals damage based on opponents lands, and Full Flowering , a sorcery that boosts board presence by populating multiple times
